National Workshop in Brazil Strengthens Customs Officers’ Expertise in Customs Valuation

From 19 to 23 May 2025, the World Customs Organization (WCO), with the support of the Customs Cooperation Fund of China (CCF China), conducted a national workshop on Customs valuation for the Customs Administration of Brazil in São Paulo.

The workshop was facilitated by a technical officer from the WCO Secretariat and a WCO accredited expert trainer from a Member administration. It was attended by 24 officers from various operational units of Customs, along with two representatives from the Tax Administration.

The primary aim of the workshop was to enhance participants' understanding of the WTO Customs Valuation Agreement (Agreement) and its practical implementation.

In her opening remarks, Ms. Marcia Cecilia Meng, the Superintendent of the 8th Fiscal Region, emphasized the importance and benefits of implementing the Agreement. She also expressed her appreciation to the facilitators and conveyed interest in future training opportunities with the continued support of the WCO Secretariat.

Over the five-day workshop, a wide range of technical topics were covered, including transaction value, adjustments, alternative valuation methods, reasons to doubt, an overview of the Revenue Package, valuation control, and advance rulings. Special emphasis was placed on key instruments adopted by the Technical Committee on Customs Valuation, with in-depth analysis provided.

Additionally, participants discussed specific valuation cases, which enabled them to apply the knowledge acquired more effectively in their daily work.
