The Gambia Revenue Authority (GRA) is taking a significant step forward in enhancing its national performance measurement system to align with its 2025/2029 Strategic Plan. As part of GRA’s multi-year strategic partnership with the WCO’s Accelerate Trade Facilitation Programme, an in-country Workshop took place from 10 to 13 March 2025 in Banjul, The Gambia.
The Workshop supported the GRA in applying the WCO Performance Measurement Mechanism (PMM). The GRA Commissioner General, Yankuba Darboe, highlighted the relevance and critical importance of the PMM in assessing Customs performance, improving operational capacity, and enhancing an evidenced-based strategic decision-making process, while impacting the business environment and economic development.
The capacity building supported the GRA in developing indicators for measuring the effectiveness and efficiency of Customs operations. Moreover, it served to empower the Administration with the skills to strengthen performance tracking in key Customs areas, including trade facilitation, revenue collection, Customs enforcement and organizational development.
A special focus was placed on advancing and evaluating trade facilitation measures such as the implementation of the Authorised Economic Operator (AEO) programme, Coordinated Border Management (CBM), Voluntary Compliance, and Automation, aligning with the WTO Trade Facilitation Agreement and GRA’s new five-year Strategic Plan.
The high level of interaction and immersive engagement reflect the GRA’s strong commitment to further developing and embedding a performance measurement culture in implementing the GRA’s strategic and operational plans.
The WCO Accelerate Trade Facilitation Programme, financially supported by the United Kingdom, looks forward to continuing its partnership with The Gambia to promote sustainable trade facilitation reforms and inclusive economic prosperity.
